Try Jackie Siminitus locally. (I'm copying to her). She was on the CALIX listserv, last time I checked. Her focus is telecommunications, rather than running an in-house library per se.
Jackie, Deborah Hunt is looking for Yellow Pages for the above years for Oakland. The listserv thought a local SBC librarian would be a good contact.

Does SBC still have librarians? Sure they do...in Texas! :-(

Phil doesn't seem to be subscribed to the list nor his he a current
member of SLA (according to the online SLA directory).
I cannot find any members from SBC either. Wonder if they still have
        librarians.
        Thanks,

Actually Pac Bell used to keep old books. They were often referred to
        by
the sales folks. I used to work for the Yellow Pages Company. I'm not
        sure
what happened after I left in 1998. They kept an archive in the bowels
        of
the building at the Rincon Center. Phil Sheridan was the former
        librarian.
I wonder if he reads this list?

SBC pretty much does not keep old phone books - as far as I know, they
        are
only interested in current data. Oakland Public Library Main Branch is
likely to have them (in print). I worked there for a while, and they
        tried
to keep an ongoing phone book collection, from all over the world,
        actually....
